Mr. Gray served 27 years in the U.S. Navy as a nuclear submarine officer. He commanded the nuclear ballistic missile submarine, USS MARYLAND (SSBN 738), and later commanded the submarine and surface combatant repair ship, USS EMORY S. LAND (AS 39) in La Maddelena, Italy. His assignments in Washington, DC included a tour as the Executive Assistant to the Director of Operations on the Joint Staff (J3), Deputy Chief of Navy Legislative Affairs, and Executive Assistant to the Secretary of the Navy. During President George H. W. Bush’s administration he served as a White House Fellow assigned to the Department of Energy. Following retirement from the U.S. Navy in 2006, Mr. Gray worked as an executive in the defense industry. He was Staff Vice President, Strategic Planning at General Dynamics Corporation, Vice President & Group Manager at Alion Science & Technology Corporation, and President and Chief Executive Officer at ICI Services Corporation. In 2020, he established and continues to operate his own defense consulting company, WSG4 Consulting, LLC. Mr. Gray is a graduate of the U.S. Naval Academy with a B.S. in Mechanical Engineering. He has an M.S. in National Security Policy from the National War College and an MBA from Brenau University. Since 2005, he has served as a Board executive on the National Capital Area Council of the Boy Scouts of America. In 2019, he joined and now serves as the Vice President of the Board of Directors for the 501(c)(3) non-profit charity, Devotion To Children.
